If you need a new license for Office 2016, you'll need to purchase it from a 3rd party such as Amazon. I had Office 2016 on my old device, but now only Office 2019 is available for download. But to clarify something, Office 2016 is no longer available for purchase from Microsoft in the event I misunderstood the original post (I took that to mean you want to re-install '2016 using a license previously purchased).
